Anyone know why my pagefile.sys might continually resist my attempts to change its settings?

I'm trying to migrate it to another drive on the EEE (make it have no swap on C, big swap on E)... instead, it reverts to saying it has no page file on C, but really has a system-managed size one, and never creating one on E.
