Chris Grayling, the shadow Home Secretary, has written to five firms working on ID cards to warn them that a Conservative government would cancel the project and end existing contracts.

In a letter to executives from the contracting firms, Mr Grayling wrote: "I urge you to consider very carefully your future involvement in the ID Card project."

He suggested that a Tory Government may refuse to honour controversial compensation clauses inserted into contracts by the current government.
