No, see what that says to me is the entire "War On Terror" has been a big waste of time, money and lives, and hopefully there will be enough Americans who will interpret it that way to tank Bush's ratings even more, along with the GOP's chances of winning next year. However, the cynic in me wonders what sort of spin Fox will put on the story, which people are more likely to see.
The report says that after 6 years of 'The War on Terror' the enemy are as strong as when it began.
So the strategy is a failure.
Fortunately, the strategy can be easily tied to the unpopular Bush administration, so it's easy for the Democrat's to say "Bush is so stupid. We told you so. Elect us to the White House, and we will do something different" & easy for American voters to believe them.
It's theoretically possible. But it would take a lot of effort, and a continued split in Congress to continue making actually accomplishing anything impossible.
It's the American Way. We have to completely polarize, swing from one extreme to the other every 2-3 election cycles, and wonder why we never get anywhere.
See, as many people have been pointing out, the goal of "terrorists" is to create "terror" among a population to try to get that population to make particular political choices.
